Full Job Description

1. Implement Network Rail systems and procedures to deliver a cost effective, high quality, safe and environmentally responsible approach to design, construction, commissioning, and other technical activities on relevant projects in line with relevant legislation.
2. Assure the competence of all Project Engineers working on projects within the functional subject area and provide functional guidance, direction, and briefing.
3. Apply engineering controls and procedures to all projects so all design and construction contracts include reference to appropriate Codes of Practice applicable to their subject area and monitor compliance.
4. Evaluate projects using the project disposition assessment tool to determine the most appropriate model for project delivery as detailed in the Eastern Engineering Management and Construction Plan.
5. Apply relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis to all projects.
6. Advise project and programme management in respect of all construction activities, testing and commissioning, and site supervision. Assure whether the design and construction elements meet the requirements of legislation, including construction design management (CDM) regulations.
7. Assure the competency of contractors’ design, construction, and specialist personnel to enable quality of supply chain outputs.
8. Undertake reviews of design and construction activities. Conduct risk-based assurance of contractor activities, arrange audits of contractors to monitor whether safety and quality of design, construction testing, commissioning and management systems are adequate.
9. Undertake accident investigations when remitted to by the relevant designated competent person to identify root causes/corrective actions required and to disseminate learning.

CDE RenME-N are looking for a forward-thinking Senior Project Engineer (Signalling) to join its already successful team. This role is an opportunity to join a forward-thinking rail project delivery directorate and join the drive of continuous improvement within project delivery. The right candidate will have experience of managing programmes of work through design and delivery, inclusive of adherence to the Common Safety Method (CSM), Interoperability Regulations and National Technical Specification Notices (NTSNs), with demonstrable experience and knowledge in these areas. The right candidate will have experience in a design to cost environment and be able to challenge both standards, working practices and cultures.,

  • Significant Signalling renewals and enhancement project delivery experience with a strong Signalling Engineering background.

  • Technical qualifications to at least HNC level or equivalent in a relevant engineering subject area.

  • Membership of a relevant professional institution, working towards IEng, CEng (e.g. ICE, IMechE, IET).

  • Experience of managing project hazards (e.g. CSM-RA).

  • Knowledge of safety management and quality assurance.

  • Understand the legal obligations mandated through interoperability within relevant engineering subject area.

  • Understanding of the arrangements required for the independent assessment of works.

  • Understanding of environmental issues in engineering works.

  • Demonstrable skills in initiating and building positive working relationships with customers, their team and stakeholders.

  • Demonstrable experience of creating opportunities for development for themselves and others/their team.

  • Demonstrable experience of challenging self and others to improve services and approaches.

  • Demonstrable experience of supporting the physical and mental well-being and safety of themselves and colleagues and of challenging business and safety related risks.

  • Demonstrable ability to work proactively through complex issues.

  • Experience of working within Client/Supply Chain/Alliancing environment.

  • Contributed to formal accident/incident investigations.

  • Chartered status.

  • Experience of risk assessment and risk management techniques.

  • Experience of engineering assurance including PE and DPE.

  • IRSE Licence holder.

  • Be a member of the IRSE and have passed the Professional Exams.

    This Senior Project Engineer (Signalling) role sits in Renewals and Minor Enhancements- North (RenME-N) directorate of CDE and is based out of our Northern House office in York. The RenME - N team are tasked with delivering a portfolio of asset renewals and minor enhancements for the North & East Route, East Midlands Route and the East Coast Route. Asset renewals and enhancements include:- Signalling, Telecommunications, Overhead Line and Distribution & Plant, Structures, Geotechnics & Buildings.
