Full Job Description

We are recruiting for a new role within the Marketing and Events Team at National Highways, which is responsible for delivering impactful paid-for behavioural change campaigns and corporate events, managing the new Cabinet Office PASS controls, and coordinating engagement and content for Executive speaking engagements.

The Senior Marketing Manager will manage the development and delivery of some of the UK's most critical road safety campaigns, working closely with internal and external stakeholders to deliver behavioural change campaigns.

Hybrid role, with main office Birmingham/ Guildford - (40% office based with some travel to London)

What you'll be leading on

  • Create and plan marketing campaigns with clearly defined and measurable objectives using multiple channels (owned, earned and 'paid for')

  • Drive effective forward planning and partnership working with stakeholders, suppliers and other partners, providing communications advice, sharing good practice and coordinating activity.

  • Develop campaign assets, providing an effective design brief and liaising with key partners, monitoring the team performance and delivery.

  • Manage agency support and allocated financial budgets, to ensure that expenditures are controlled and excellent value for public money is achieved.

  • Manage the new Cabinet Office marketing controls process working with the team to develop both the strategic and technical business cases.

  • Monitor, evaluate and report on the outcomes of marketing campaigns to identify lessons learned to inform future activity, working in partnership with the Insight Team.

  • Play a key role in the Communications Group: a. Role modelling our team culture b. Setting and maintaining performance standards in the team and c. Helping to deliver the communications transformation programme.


  • You will facilitate collaboration between your team and other communications functions and contribute to improvement, wellbeing and EDI workstreams within the Group.

  • Demonstrable experience as a senior marketing communications professional with a good understanding of the wider communication context.

  • Proven track record of managing marketing communications relating to behavioural change.

  • Good working understanding of maximising digital and social communications and CRM marketing.

  • Proven track record of working in a complex environment, leading a team and managing a significant budget.

  • Specialist marketing communications knowledge and experience, underpinned by relevant professional qualifications or training.
