Full Job Description

The Senior Quantity Surveyor is a new role, created following an exciting period of growth for the business. Lucy Developments is evolving from using a main contractor procurement model to delivering the majority of our new homes in-house.

The purpose of this role is to bring experienced commercial management to the business, to enable us to effectively appraise, plan and procure our projects. The candidate will have strong commercial awareness and bring proven skills to help drive the business forward.

To achieve this, the Senior Quantity Surveyor will need to have the capability to;


  • Stay abreast of industry trends and build cost comparables.
  • Drive direct procurement with cost control to maximise project profitability.

  • Analyse build cost data to inform construction budgets and cost planning.

  • Effectively manage contractor tenders and packages, working closely with the LDL project team.


  • The candidate will be passionate about quality and attention to detail, working as part of a small team comprising directors, project and site managers, admin support and a post sales coordinator.

    Job Dimensions

    This role will report to the Construction Director, working with our project and land purchasing teams to manage the commercial elements of the business.

    Based at Group headquarters in Oxford, the role is flexible in that agile working can be accommodated although it's expected that the candidate will commute to the office at least 3 days a week, and visit development sites as required.

    Lucy Real Estate consists of Lucy Properties and Lucy Developments, the asset management and property development divisions of the Lucy Group.

    Lucy Developments builds premium houses and flats for sale in Oxfordshire and the surrounding counties. The core objective of the business is to acquire development sites with or without planning permission and generate profit from the completed sales of residential units. We carefully select our sites to ensure they are in prime locations and provide a high quality product and excellent level of service to our customers. We are a niche developer using group funding with a remit to double our turnover in the next 5 years.,

  • Lead the commercial and financial elements of our development projects.
  • Analyse build cost data and bring build cost expertise to the business to develop detailed feasibility studies and project cost planning.

  • Set, manage and be accountable for construction budgets and cost management for all projects.

  • Develop contractor and supplier directories and maintain strong contractor and supplier relations.

  • Lead on procurement and contractual elements, to ensure optimum delivery and performance from our supply chain.

  • Hold contractor and supplier meetings as necessary to ensure best value and terms.

  • Monitor production and programme information in close liaison with the Technical Manager and Contracts Managers to ensure tight cost controls are maintained in line with budgets.

  • At all times comply with company policies, procedures and instructions

  • Implement new ideas and methods and continue to seek ways of both improving contribution to the organisations goals and enhancing the reputation of the company.

    10-15 years' experience with a housebuilder, with at least 5 years in a Senior QS position.

  • Highly desirable to hold a professional qualification, RICS or similar.

  • Excellent financial, commercial and contract management skills.

  • Fluent in construction cost planning, cost management and contract matters.

  • A strong working knowledge of MS packages including Excel and the ability to learn other relevant software

  • An excellent understanding of construction methodology and programming.
