Full Job Description

We have an exciting and rare opportunity for a Pre Construction Project Manager to join our established Civil Engineering team based in the North West. We have an exceptional pipeline with recent projects consisting of road schemes, bridge works, public realm, reservoirs and general civil engineering schemes based predominantly in the North West with a value from £1m to £10m. Reporting to the Pre Construction Director you will be an integral part of the preconstruction team, you will contribute to the team's goals of securing new work, by leading and contributing to bids, with focus on constructability, programme and quality deliverables.

Your key responsibilities will be to:

  • Identify win themes, client drivers and barriers, SWOT analysis of Eric Wright and competitors, all with the aim of producing the highest quality bid submissions.

  • Identify opportunities to protect and enhance margin through proposed design/methodology solutions, lead tenders involving a larger tender team.

  • Produce tender stage construction programmes for schemes, incorporating estimating outputs, client constraints and subcontract input. Programmes produced in ASTA Powerproject are often required to be NEC Clause 31 compliant.

  • Provide support to estimators to determine construction methodology Write original and review, edit and check bid responses for bid PQQ, tender and framework submissions.

  • Support the operations team by providing scheme specific early pre-construction planning phase deliverables (including CPP, Quality Plan, Phase Plans, TW Register, Stakeholder Plan, CEMP) where appropriate to Quality submission for tender; providing support to Contracts Manager & Commercial

  • Lead to transition to ownership of programme, CPP, resource plan and budget at first appraisal.


  • What you'll be doing:

  • Confirm the requirements of individual bids and ensure they are submitted within the deadline.

  • Ability to lead bid kick-off, reviews and feedback meetings.

  • Contribute relevant ideas for identifying win themes and developing bid submissions to the company's advantage in order to present the company's strengths.

  • Present technical information in a user friendly way, such as Phasing Plans and Site Logistics Plans.

  • Research about the client, sector, project, specialism or competitor strategies, where required.

  • Gather internal evidence and collate data for bid content.

  • Liaise with internal operational teams, subject specialists, estimators, planners and external consultants where required.

  • Identify areas for team improvement and develop ideas for consideration.

  • Prepare PowerPoint, PDF's and other visuals for tender interviews, etc

    Aligned to our ethos and values, you will be an integral part of our team who is passionate about Civil Engineering sector experience, across multiple Civil Engineering disciplines., Knowledge of Highways, Streetworks, Traffic Management, Structures and Water Industry would be beneficial.

  • Ability to produce clear and concise written methodologies and explanation of technical solutions.

  • Ability to analysis and evaluate bid requirements to create persuasive content.

  • It is essential that you have excellent communication both oral and written and enjoy working as part of a thriving team.

  • Exceptional attention to detail, confident in prioritising workload

  • Advanced level skills in MS packages including Word, Excel and PowerPoint, it would be beneficial if you have worked with ASTA Powerproject.
