Full Job Description

The Nottingham and Nottinghamshire Integrated Sexual Health Service (NNISHS) is a new service being set up to provide all aspects of sexual health to the citizens of Nottingham City and County. This includes all sexually transmitted infection (STI) treatment and care, contraception and reproductive health, and an extensive programme of sexual health promotion, along with a robust digital offer and online STI screening options.

The NNISHS will bring together existing service in NUH, Sherwood Forest Hospitals NHS Trust (SFH) and Bassetlaw and Doncaster, and will be run as a collaborative between NUH and SFH, along with an online sexual health provider preventx.

The Mobilisation manager will be employed by NUH to oversee the entire mobilisation pathway from contract award to the implementation and embedding of the new service, and will work with the teams in both NUH and SFH, and the private partner, to deliver this as a collaborative new service.

As part of the Mobilisation team, this role will be responsible for ensuring that their assigned project delivers the expected benefits in order to meet the Trust's strategic objectives and sustainability requirements. Thi8w will be through taking ownership of the project delivery plans and then working collaboratively with services involved to execute the plan and ensure the benefits embedded into business as usual.

The Mobilisations Manager will lead on the deliver of a wide range of areas of different clinical and non-clinical area and cover a variety of deliverables, including operational performance, finance performance, service issues, workforce change and clinical quality improvement.

Leadership / Strategic

1. To provide leadership to the mobilisation of the new NNISHS service, in partnership with key senior stakeholders from Divisional and Specialty teams and the Local Authority Commissioners.

2. Through leadership and motivation, develop an effective team working towards the agreed project goals.

3. As lead of the Mobilisation Team, work with all staff in the partner Organisations to deliver the service specification goals.

4. To deputise for the General Manager as required within this specification

Project and Programme Delivery

1. To take responsibility for the overall delivery of specific projects around mobilisation of NNISHS across the Trust in partnership with subject matter experts from Divisional and Specialty teams, and commissioners, including delivery of the agreed outputs, outcomes and benefits

2. Actively support the delivery of Key Performance indicators to continually improve performance within the Trust

3. Analyse services, their systems, processes, roles and responsibilities to effectively manage projects and recommend actions to ensure objectives are met

4. Work with Divisional and Specialty colleagues, and other project professionals to deliver projects that lead to improve clinical outcomes for patients, reduced waiting times and more efficient use of resources

5. Make timely and sound decisions; integrate information and perspectives from colleagues to make reasoned, educated recommendations; calculate and evaluate the long-term consequences of actions

6. Ensure that internal processes and organisational thinking are regularly challenged to ensure continuous improvements to practice

7. Ensure progressive solutions, which take into account models of best practice and best use of resources are incorporated into project plans

8. Mitigate problems early on, take on difficult issues and take a firm stand in the face of controversy

9. Support project and clinical team to ensure implemented programmes result in embedded change

10. Ensure that the Trust is adopting best practice to support the Trust's objective to become a Centre of Excellence

Performance Management

1. Write and regularly update project plans according to an agreed framework and structure

2. Assess and evaluate project progress against agreed timescales and objectives and provide solutions to address any deviations

3. Provide reports as required to Sponsors and General Manager with assurance that appropriate follow up actions will be completed

4. Identify where projects will impact on quality, safety and operational/financial performance and ensure all work is concise, robust, financially sound and will not impact negatively

5. Work with service teams to regularly review the effectiveness of project plans and rectify any blockages to performance; where this is not possible to escalate issues to the General Manager in a pro-active manner

6. Ensure actions are progressed and delivered by leading and performance managing a portfolio of projects

7. Develop and contribute to performance reports, including analysis of data

Quality and Governance

1.Work in collaboration with colleagues inside and outside of NUH to develop and implement relevant systems and processes that support the delivery of the project portfolio.

2. Continually revise and update project plans to ensure ongoing delivery

3. Monitor and act upon performance reports, including analysis of data and complete actions assigned through governance processes for your responsible projects

4. Make judgements that require analysis and interpretation of situations where internal and external stakeholders/experts may challenge decisions made

5. Contribute to governance groups and reporting deadlines in a timely manner

6. Promote a culture where governance and risk management are seen to be everyone's responsibility

7. Contribute to the development and management of risk and assurance processes for all projects

Communication

1. Build constructive and effective relationships with colleagues at all levels across the Health Community; effectively utilise relationships and informal networks to successfully achieve delivery of operational targets; share knowledge and build relationships to enable change to be achieved

2. Maintain frequent contact with key players, managing relationships by creating a 'win/win' culture and seeking mutual benefit for all individuals involved

3. Manage conflicts and delivery of contentious issues in an appropriate manner whilst adhering to the Trust's values and behaviours

6. Communicate complex service, programme and project related information effectively across all channels and facilitate collaborative working with multi-disciplinary team colleagues

8. Ensure that good practice is shared and delivered at all levels within the Programme Delivery Team

9. To attend meetings internally and externally as required and maintain excellent working relationships with department and wider Trust colleagues

1. Provide day to day line management of project and programme staff, providing mentorship, advice and support to team members to ensure they in turn effectively lead their own areas of responsibility, acting as an effective role model

2. Ensure that appraisals and mandatory training are completed to the required timescales, where applicable

3. Ensure that personal development plans are in place for direct reports and reflection and continuous learning are part of day-to-day activity, where applicable

4. Ensure that managers are supported across the organisation to lead, motivate and develop staff towards the goals of project delivery
