Full Job Description

The Associate Cost Manager will be a critical member of the CloudHQ Development & Construction team, with a key role in the business across Europe. Working alongside the VP and Senior Director of Development & Construction they will commercially manage all projects in the region from land acquisition, through permitting, design, procurement, and construction.

Principal Duties and Responsibilities

  • Management of all commercial matters on CloudHQ European projects, and reporting on any issues on a regular basis

  • Managing the external Cost Management (CM) consultant partner(s) contracted to provide commercial support in the region. This will also include:


  • o Assist in the procurement of external CM consultant partner(s).

    o Provide onboarding of consultant partner(s)
  • With the support of the CM consultant partner, commercial management of the General Contractor(s) from RFP documents through to the final payments and agreement of the final accounts and paperwork. This will include:


  • o Review and agreement of procurement and/or package procurement including the approval of any purchase approvals if appropriate

    o Agreement of the Contract Sum/GMP

    o Pay application/invoice approval

    o Commercial agreement of all change orders

    o Final closeout
  • Commercial management of all other program vendors including Architect/Engineer, Commissioning, Inspections, Project Management (PM), CM, QRA to include:


  • o Presenting proposals to Senior Management for purchase approvals

    o Pay application/invoice approval

    o Final closeout
  • Work with the external PM, CM, Contractors, and CloudHQ Finance to ensure that cost reports are updated and available for review monthly

  • Provide the CloudHQ Finance Team all commercial support necessary to ascertain the required timing of the funding intervals and all commercial information required to support these funding requests.

  • In collaboration with the CloudHQ Development and Finance teams, review the current commercial processes in the region and develop these into a standard operating procedure (SoP) and commercial workflow

  • Work with our site selection team in the region to provide site-specific comparative estimates on candidate sites with support from the CM consultant partner where appropriate

  • From project kick-off through to final design provide commercial support on business cases, value engineering studies and change control as the design evolves though to final design with support from the CM consultant partner where appropriate

  • Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies

    Education: Bachelor's Degree, Engineering, Construction or similar related field. Relevant experience in lieu of a degree considered.

  • Experience: Minimum 8 years of experience as a construction estimator, cost consultant or cost manager. Data Center experience preferred.

  • Background in complex commercial, pharmaceutical, or high-tech development preferred if no data center experience.


  • Required Knowledge/Skills/Abilities:
  • Deep commercial knowledge of construction costs in the European region

  • Strong experience managing the estimating or commercials on a major construction program

  • Working knowledge of construction contracts used in Europe

  • Deep knowledge of the commercial management role in the procurement of general contracts and other construction vendors

  • Good communication skills, ability to collaborate with all other areas of the data center program, be able to think strategically, ability to build trust

  • Good understanding of data analysis methods and KPIs

  • Proficiency with MS Office, specifically Excel

  • Critical thinker and problem solver

  • Ability to manage several projects simultaneously and effectively

  • Ability to work cross-functionally with a team, as well as work independently applying individual expertise

  • Strong interpersonal skills with the ability to effectively interface directly with clients

  • Willingness to travel locally, nationally, and internationally on a regular basis

  • Ability to function effectively in a fast-paced environment, with regular need to work outside of normal business hours due to global business needs
