Full Job Description

The Capital Markets Chief Admin Offices comprises the Risk, Resiliency and Regulatory Change teams. This role sits within the Reg Change and oversight team and is responsible for regulatory identification, impact assessment and consultative support on the implementation of regulations which impact the products and services provided by the Capital Markets businesses to institutional clients.
The team has responsibility for providing centralised oversight of reporting, implementation and escalation for all regulations impacting Capital Markets. As an individual contributor, the ideal candidate will provide guidance and delivery to the future of Regulatory requirements of the Capital Markets business at Northern Trust.
Major Duties:

  • Stays abreast of regulatory changes that may impact the Capital Markets business units in all global regions the department operates across, with a primary focus on the US, UK, EU, AUS and Singapore

  • Contributes to the development of CM strategy and operating platform, as they intersect with global regulations

  • Extensive working knowledge of current global financial services market regulations

  • Comfortable interpreting regulations and guidance from CFTC, NFA, ESMA, FCA and MAS, ASIC in addition to other regulatory regimes

  • Carries out complex initiatives involving multiple disciplines and/or ambiguous issues

  • Provides leadership and guidance to internal partners and external clients on regulatory impacts

  • Coordinates with internal compliance, legal, risk and control partners

  • Uses sophisticated analytical thought to exercise judgment and identify innovative solutions

  • Impacts the achievement of customer, operational, project or service objectives

  • Work is guided by functional policies


  • The key responsibilities of the role include:
  • Reviews, disseminates, and interprets laws and regulations and works to proactively establish and document related policies, procedures and standards.

  • Verifies that activities meet federal, state and/or local legal and regulatory requirements and regulations and monitors outcomes/risk levels for the organization or assigned area.

  • Consults with partners regarding daily decisions that could pose risk and conflict with existing policy, and assist with client negotiations of new and existing business on various issues that may conflict with bank policies and procedures.

  • Communicates and provides risk avoidance advice and requirements to managers and appropriate personnel.

  • Identifies situations which pose significant risk and guides management in developing policies and/or procedures that minimize risk.

  • Interacts with regulators, internal and external auditors on regulatory topics.

  • Provides direction and training to more junior staff.

  • Serves on internal and external groups to provide and receive advice on industry trends.

  • Serves as go to person for the group and promotes sharing of expertise

  • Is a technical expert with in-depth knowledge of risk avoidance and compliance.

  • Handles more extensive, high-profile work

  • Strategic in developing, implementing and administering risk programs within functional areas.

    Knowledge of risk management and strategic goals for the bank's business.

  • In depth knowledge of regulations, federal, state, and local laws and regulations acquired through formal education and work experience is required.

  • Communication and analytical skills are necessary to consult with partners/clients, and analyze information and apply regulations.

  • Extensive risk management or compliance experience.
